Start with the server type
A small Vanilla or Paper world can start on 1 GB. Paper is generally the better starting point when you want plugins or more performance headroom without asking players to change their client.

Watch what happens during play
Busy exploration, new chunk generation, farms, and several players online together can be harder on a server than an empty world. If problems appear only during those moments, record what players were doing before changing a setting or upgrading.
Memory is only one part of performance. CPU speed, storage, view distance, the Minecraft version, and inefficient mods or plugins also affect responsiveness. More RAM is useful when the server genuinely needs it; it will not repair every source of lag.
